We have received notification from several DSRA Benefit Trust HCTC AMP participants that some April and/or May payments and 14095 “HCTC Reimbursement Request” forms are being returned by the USPS as “refused”.  We are in communication with the HCTC Department regarding this issue.  There is currently no shutdown of the HCTC processing facility, so the problem is with the USPS.

If your April and/or May HCTC AMP payment is returned this week, immediately mail the payment again to the HCTC/IRS by Friday, April 10th.  If you receive a returned HCTC AMP payment but are not able to mail the payment back this week, you can overnight the payment to the same address through the USPS (FedEx and UPS are not accepted) until Thursday, April 16th to make the payment in April.  If the HCTC processing facility remains open and unaffected by COVID-19 closures, you will have until May 10th to make your May HCTC AMP payment.  HCTC AMP payments should be mailed to:
