The DSRA-BT website, www.DSRABenefitTrust.net, will have a fresh, new look beginning June 15th.  The new website will be available through a link to the “Home” page of the existing website for two months.  After the two month trial period, the new website will be the only one available at https://www.medplansusa.com/.  This new website offers a simpler and more user friendly platform for our members while continuing to provide all of the information and latest news you need regarding the DSRA Benefit Trust programs.  Please spend some time taking a test drive around the new website when it is released next week.  We are encouraging all members to begin using this new site as their primary source for information.  If you have any comments or suggestions pertaining to the new DSRA Benefit Trust website, please contact Lisa Andrews at This email address is being protected from spambots. The IRS/HCTC staff resumed working in the IRS offices June 1st.  If you have not sent your 14095 HCTC Reimbursement Request form, they are now back in the offices to receive them.  IRS 14095 HCTC Reimbursement Request forms should be mailed to:

Please give special attention to the mailing address for HCTC AMP payments which is different than the address shown above.  HCTC AMP payments and coupons should be mailed to the address below.

Some HCTC AMP participants have very small residual balances which are currently being mailed as refunds to DSRA-BT participants.  The IRS is required to mail these reimbursements no matter the amount which in most cases is one to three cents.  Do not confuse these reimbursements from the IRS with the 14095 Refund Request you may have made this year. 

DSRA Benefit Trust Board of Directors

We have received notification from several DSRA Benefit Trust HCTC AMP participants that some April and/or May payments and 14095 “HCTC Reimbursement Request” forms are being returned by the USPS as “refused”.  We are in communication with the HCTC Department regarding this issue.  There is currently no shutdown of the HCTC processing facility, so the problem is with the USPS.

If your April and/or May HCTC AMP payment is returned this week, immediately mail the payment again to the HCTC/IRS by Friday, April 10th.  If you receive a returned HCTC AMP payment but are not able to mail the payment back this week, you can overnight the payment to the same address through the USPS (FedEx and UPS are not accepted) until Thursday, April 16th to make the payment in April.  If the HCTC processing facility remains open and unaffected by COVID-19 closures, you will have until May 10th to make your May HCTC AMP payment.  HCTC AMP payments should be mailed to:
